Pop Up html File from Image Hotspot

I am working on a project that uses area tags to define hotspots on images. Popping up another image when a hotspot is clicked is not an issue, and neither is having the html file open in another window or tab. The goal is to have an associated html file 'pop up' when its hotspot on an image is clicked. I've searched the FAQs and the Tutorials, and I can't find how to construct the mark-up to achieve this goal. I'm hoping that someone has already done this and can show me an example of a mark-up that will do what I need. I'm using Firefox on WinXP, but I'd like it to work in other browsers on other OSs if possible.
