When plotOptions.pie.useHTML is set to true, the label text (but not the connector nor the pie slices) are showing through the mostly opaque tooltip background when using Chrome 18 or Firefox 10. It is not a problem in IE8.

How can I get around this issue?

Note: I need to set useHTML to true since the labels have to include icon images.

You can useHTML for tooltip and then, setup higher zIndex than datalabels. Both, tooltip and datalabels, would be div's with the same zIndex=1 (when using useHTML for both).

This is a limitation of useHTML - the HTML will always be on top of the SVG.

Alternatively you could iterate over chart.series[0].points, find each point.dataLabel.getBBox() and put an SVG image programmatically next to the label.
